<br />AIl wells shall be tagged with a Departsnent of Ecology rnique weli identification number, If you have an existing well and it does
<br />not have a tag, pl€ase con(act the well-drilling coordinator at the regional Department of Ecology office issuing this decision. This tag
<br />shall remain attached to the well. Ifyou are required to submit water measuring reports, reference this tag number.
<br />Instaliation and maintenance ofan access po$ as described in WAC 173-160-29i(3) is required for all wells.
<br />I\,leasurements, Monitoring, Metering, and Reporting
<br />An approved measuring device shall be installed and mai.ntained for each ofthe sources identified by this water right in accordance
<br />with the rule, "Requirements for Measuring and Reporting Water Use," WAC 173-173,

<br />You must measure and report your water use in accordance with the "Upper Kiftias Croundwater Rule," WAC I73-539A-070,
<br />http:/lwww.ecy.wa.gov/biblio/wasl?3539A.html. Water use data shall be recorded weekly and maintained by each property owner as
<br />long as practicable, and copies made available to Ecolory when requested. The maximum, individua! and combined rates of
<br />rvith&'awal and the annual individual and combined total volume for each residence shall be submitted to the Deparfrnent ofEcology
<br />by January 3 I "' of each calendar year.
<br />Recorded water use data shall be submitted via the Intemet. To set up sn Internot-reporting account, contact the Central Regional
<br />Office. Ifyou do not have Internet access, you can still submit hard copies by contacting the Cenfal Regional Of6ce for forms to
<br />submit your water use data.
<br />WAC 173-i73 describes the requirements for data accuracy, device installation and operation, and information reps6ing It also
<br />allows a water user to petition the Deparhent of Ecoiogl for modifications to some of the requirements.
<br />Dasemcnt of Right-of-Way
<br />The water source and/ot water transmission facilities are not wholly located upon land owned by the applicanl Issuance of a water
<br />right authorization by the Department ofEcology does not convey a dght to access to, or other right to use, land which the applicant
<br />does not legally possess. Obaining such a riglrt is a private matter between applicant and owner ofthat land.
<br />Water Use Efficiency
<br />The water right holder is required to maintain efficient water delivery systeFs and use of uFtodate water conservation practices
<br />consistcnt with RCW 90.03.005.
<br />Proof of Appropriation
<br />The water right holder shall file the notice of P roof of Appropriation of llrater (vrder which the certificate of water right is issued)
<br />when the permanent disfiibution system has been constucted and the quantity of water required by the project has beon put to full
<br />beneficial use. Tho certificate will reflect the extent of the project perfected wlthin the limitations of the pennit. Elements of a proof
<br />inspeciion may include, as appropriate, the source(s), system instantaneous capacity, beneficial use(s), annual quantity, place ofuse,
<br />and satis&ction of provisions.
<br />Schedule and Inspections
<br />Departrnent ofEcology personnel, upon presentation ofproper oredentials, shall have access at reasonable times, to the project
<br />location, and to inspect at reasonable times, rec,ords ofwater uss, wells, diversion, measuring devices and associated distribution
<br />systems for compliance with water law.
<br />Thts ponit shall be subject to caneellation should the permitteefdil to conply with the abwe development sehedule and/or to give
<br />notice to the Department ofEcologt onforms provided fu that Department doatmenting such compliance.
