I I <br />Wells, Wcll Logs, and Well Construction Standards <br />All wells constructed in the state shall me.et the construction requirements of WAC 173-l 60, titlod *Minimum Standards for the <br />constt'uction and Maintenance of Weils" and RCW 18.104, titled "Water Woll Construclion." Any well wltich is unusable, <br />abandoned, or whose use has been permanently discontinue4 or which is in such disrepair that its continued use is impractical or is an <br />environmental, safety, or public health hazard, shall tro decommissioned^ <br />A1l wells sball be tagged with a Departnent ofEcology unique well identification number. Ifyou have an existing well and it does <br />not have a tag, please contBct the well-drilling coordinator at the regional Department ofEcology office issuing this decision. This tag <br />shall renain attached to the well. lfyou are requirsd to submit wator moasuring roports, reforence this tag number. <br />Installation and maintenance ofan access port as described in WAC 173-160-291(3) is required for all wells. <br />Measurements, Monitoring Meteringn ancl Repoftitrg <br />A-n approved measuing device sLall be installed and maintained for each ofthe sotrces identified by this water right in accordance <br />with the rule, "Requiremonts for Measuring and Reporting Water Use," WAC 173-173, <br />htlp :/lwrvrv. ecy.wa. gov/pro grams/wr/mef surin g/rneasurin ghome.html. <br />You must measurs iuld report your water use in accordance with the "Upper Kittitas Groundwater Rule," <br />WAC 173-539A-070, htm://wrvw.ecv.wa.gov/biblio/wacl?3539A.htrnl. Water use data shall be recorded weekly and maintained by <br />each properly owner as long as practicable, and copies made available to Ecology when requested. The maximum, individual and <br />combined rates of rvithdrawal aud the annual individual and combined total volume for each residence shall be submitted to the <br />Department of Ecology by January 3 I * of each calendar year. <br />Recorded water use data shall be submitted via the Internet. Obtaining such a right is a private matter between applicant and owner of that land. <br />Water Use Efficiency <br />The water right holder is requircd to maintain efficient water delivery systems and use ofup-to{ate water conservation practices <br />consistent with RCW 90.03.005. <br />I'roof of Appropriation <br />The water dght holder shall file the wticn of Proof ofAppropriation of lttrater (vnder which the cprtificate of water right is issued) <br />when the permaneft distibution system has been constructed aad the quanlity of water required by the project has been put to full <br />beneficial use.
