VIL TransDortation <br />The County shall be responsible for the transportation of all prisoners outside the <br />courthouse, unless agreed upon othenvise by the parties in a specific instance. The City <br />and County agree to equally support the transporlation of female City Prisoners ibr <br />female specific medical putposes rvhere no female corrections officer is available, and <br />where the City has a female officer available on duty. <br />V[I. Compensation <br />A. The County agrees to accept and house City Prisoners for compensation per prisoner <br />at the daily bed rate of $l 10.00 for the years 2025 ,2026. and 2027 except as provided <br />below. This rate includes minimum, medium and maximum classification innates. The <br />parties agree that the County will not charge the City a separate booking fee in addition <br />to such rate. The date of booking into, and the date of release from, the Kittitas County <br />Jail of the City Prisoners, no matter how little time of a trventy-four hour day it <br />constitutes, shall count as one day and shall be billed to the City as a day of custody in <br />the County. In the event a Cify Prisoner is being held on additional charges from one <br />of the follou'ing local jurisdictions: Kittitas County Sheriff s Office, Washington State <br />Patrol, Cle Elurn PD, South Cle Elum, Roslyn PD, Kitti.tas PD, Central Washington <br />University PD, the City's cost for those shared bed days shall be no greater than that of <br />the other jurisdictions. <br />B. The rate of compensation for any inmate requiring additional or specialized conditions <br />of incarceration to the extent that they must be placed alone in a single cell designed <br />for double occupancy shall be double the daily rate per day ($220.00 for the years 2025, <br />2026, and 2027) KCJ will promptly notify Ellensburg Police Deparlment if an otTender <br />is placed alone in such a cell, unless that housing is incidental to moving the offender <br />or for short term disciplinary separation. <br />lnmates who pose a heightened risk to themselves or others require special <br />management, including frequent interaction and increased supervision by staff. The <br />safety and security of this facility is dependent on a classification system that <br />identifies inmates who pose a risk to themselves or others. lnmate who pose such a <br />risk must be promptly and appropriately segregated from the general inmate <br />population until such time that they no longer pose a risk. Staff have the ability to <br />promptly segregate these inmates pending further review by supervisors, <br />classification, and medical or mental health staff. Below are the most frequent. <br />i. Administrative Segregation- someone who repeatedly harasses or is prone <br />to assault staff or other inmates {non-punitive}. The classification team <br />reviews this status every 15 business days to determine if whether their <br />status in administrative segregation is still warranted. <br />ii. Protective Custody- a level of custody either requested or required for an <br />inmates protection from others or one who is mentally deficient.
