D. Private roadway signs may either be provided by the applicant or by the department of public <br />works. A signing and striping plan, per KCC 12.04.11.060 (Submittal Procedure) shall be submitted <br />and approved prior to any sign installation. Names for private roads shall be approved by the <br />County Engineer and vetted by KITTCOM. <br />E. The placement of utilities shall be coordinated as much as possible with the placement of private <br />roads and public rights -of -way. <br />F. Private roads shall be continuously open and unobstructed for use by emergency, public service, <br />and utility vehicles. Gates shall meet the requirements of KCC 12.04.08.110. <br />G. Private roads built to public road standards may serve more than 30 lots without a secondary <br />access. <br />Private roads shall comply with the following conditions: <br />A. Shall meet the minimum access requirements of the International Fire Code as adopted by the <br />County, KCC 20, or Kittitas County Road Standards, whichever is more stringent, and <br />May be designed and constructed in conformance with AASHTO Guidelines for Geometric Design <br />of Very Low -Volume Local Roads (ADT< 400), most recent edition, and unless otherwise required <br />by this code, and <br />C. Shall be permanently established by a right-of-way or easement recorded with the Kittitas County <br />Auditor, providing legal access to each affected lot, dwelling unit, or business, and <br />D. Stormwater generated by roads shall be managed and retained on -site with a stormwater system <br />that conforms to the specifications of the most current version of the Stormwater Management <br />Manual for Eastern Washington and KCC 12.04 Article \, The stormwater system construction <br />shall be certified by a licensed engineer. The certification shall be included with the road <br />certification, and <br />E. Will not result in land locking of proposed parcels within project boundary, and <br />F. Will be maintained by the applicant or legally responsible owner or homeowners' association or <br />other legal entity made up of all benefited property owners, under the provisions of an <br />acceptable and recorded "Private Road Maintenance Agreement", and <br />G. Clearly described on the face of the plat, short plat, or other development authorization, signed <br />as a private road according to Public Works Road Naming & Signing Standards, and a disclosure <br />statement filed with the County Auditor stating that Kittitas County is not responsible for the <br />maintenance, and <br />Title 12 Kittitas County Code I Draft No. 5— Working Draft forAdoption 1011212023 <br />42 <br />
