KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 17, 2024 <br />ACTION REQUESTED: Request to Approve the Resolution to Authorize the Chair <br />of County Commissioner's Signature on Kittitas County <br />Cost -Sharing Agreement for the Aspect Consulting Cost - <br />Reimbursement Agreement G4-36135. <br />BACKGROUND: Kittitas County previously obtained "large area" water right <br />permits from the Department of Ecology (Ecology). These <br />permits provide front loaded review of a larger geographic <br />area and enable the County to issue water mitigation <br />certificates through our "over-the-counter" program. In <br />2021, Kittitas County submitted a water right application <br />(G4-36135) to the Department of Ecology (Ecology) to <br />expand Kittitas County's "over-the-counter" water <br />mitigation program. <br />The Department of Ecology advised Kittitas County to <br />utilize their Cost Reimbursement Program to process the <br />application. Mr. Jansen, a local landowner, owns several <br />parcels that was part of the G4-36135 permit application <br />and offered to cost -share on permit processing. At the <br />November 25, 2024, Public Works Study Session, the <br />Board Directed staff to prepare enabling documents for the <br />cost -sharing agreement. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Move to Approve a Resolution Authorizing Chair of <br />County Commissioner's Signature on Kittitas County Cost - <br />Sharing Agreement for the Aspect Consulting Cost - <br />Reimbursement Agreement G4-36135. <br />HANDLING: Return one (1) original to Public Works. <br />ATTACHMENTS: Resolution; Cost -Sharing Agreement <br />LEAD STAFF: Arden Thomas, Water Resource Program Manager. <br />
