RESOLUTION NO. 24.003 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />ROSLYN, WASHINGTON, REI,ATING TO THE CITY'S <br />REGULAR PROPERTY TAX LE\I[; PROVIDING FOR THE <br />SUBMISSION TO THE VOTERS OF THE CITY AT A SPECIAL <br />ELECTION TO BE HELD ON April 23,2A24, A PROPOSITION <br />AUTHORIZIbTG THE CITY TO LEVY REGULAR PROPERTY <br />TAXES IN AN AMOUNT IN EXCESS OF THE LIMITATIONS <br />PROVIDED IN CHAPTER 84.55 RCW; DESIGNATING THE <br />MAYOR, CITY CLERK, AND CITY ATTORNEY, TO RECEIVE <br />NOTICE OF BALLOT TITLE FROM THE DIRECTOR OF <br />ELECTIONS OF KITTITAS COUNTY, WASHINGTON; AND <br />PROVIDING FOR RELATED MATTERS RECH[Wffiffi <br />KITTITAS EOL!zuTY <br />wHEREAS, the City Administration and City Coun.l nBuo*A%%?[F3#i{i*u'*ru8fts <br />several discussions regarding the cost of services relating to public safety, such <br />as police protection, fire protection, and additional operating costs as a result <br />of inflation as well as replenishment of'city reserves; these discussions have <br />been conducted in public council meetings with public engagement; and <br />WHEREAS, the promotion of public safety and the increased demands <br />and costs of providing such services to the community require the expenditure <br />of permanent and reliable (i.e., snstainable) revenues in excess of the current <br />tax rate revenue; and <br />WHEREAS, chapter 84.55 RCW limits the amount of the City's regular <br />property tax levy to L\I% of the prior highest iawful levy amount (the "levy <br />lid"), plus an additional amount for i.ncreases in assessed value from or due to <br />new construction, construction of certain renewable energy facilities, <br />improvements to property and state-assessed property; and <br />WHEREAS, due to the lcvy lid, the City's current property tax is $0.78 <br />per $1000 of assessed value, which is $2.59 per $1000 of assessed value less <br />than what is statutorily atrthorized; and <br />WHEREAS, RCW 84.55.050 provides for the levy of regular property <br />taxes in an amount exceeding the limitations specifi.ed in Ch. 84.55 RCW if <br />such increased levy is authorized by a ballot proposition approved by a majority <br />of the voters at a special election held within the taxing district (a "levy lid <br />lift"), which proposition may provide that the taxing district will use the
