State of Washington Department of Ecology
Agreement No: WRYBIP-2325-KiCPWD-00058
Project Title: Lower Kittitas Reach Design and Agency Coordination
Recipient Name: Kittitas County
SCOPE OF WORK
Task Number
Task Cost: $395,000.00
Task Title: Lower Kittitas Reach Draft Design and Permitting
Page 8 of 22
Task Description:
Kittitas County has recently worked with project partners to evaluate restoration alternatives and develop conceptual design
drawings for designs for a 595-acre floodplain restoration project associated with the removal on the Hansen Flood Control
Levee and partial restoration of the Hansen Gravel Pits. Restoration will promote complex and dynamic fluvial processes by
removing bank revetments, reconnecting and creating side -channel habitats, connecting floodplains, addressing gravel pit
degradation, and re-establishing a cottonwood gallery forest. Kittitas County will advance the Lower Kittitas Reach Floodplain
Reconnection Project Restoration preferred alternative to the draft/permit-ready (80%) design phase, to include design sheets,
a basis of design report, and design level cost estimates. These designs will meet the qualifications for construction permit
applications with local, state, and federal agencies. The following permit applications will be prepared: Joint Aquatic Resources
Permit Application, Hydraulic Permit Application, and local permit applications.
Task Goal Statement:
Completing draft/permit-ready designs will enable the current restoration effort to proceed to the next design phase and will
support project implementation grant applications.
Task Expected Outcome:
Obtain draft/permit-ready (80%) design documents and permit applications for the proposed project
Recipient Task Coordinator: Arden Thomas
Lower Kittitas Reach Draft Design and Permitting
Deliverables
Number
Description
Due Date
2.1
Copy of RCO Match Contract
12/31/2024
2.2
Deliverable: Draft Design Sheets and Basis of Design Report
12/31/2026
2.3
Deliverable: Permit Applications (DARPA, HPA, Local Permits)
12/31/2026
Template Version 12/10/2020
