State of Washington Department of Ecology <br />Agreement No: WRYBIP-2325-KiCPWD-00058 <br />Project Title: Lower Kittitas Reach Design and Agency Coordination <br />Recipient Name: Kittitas County <br />with the removal on the Hansen Flood Control Levee and partial restoration of the Hansen Gravel Pits. Restoration will <br />promote complex and dynamic fluvial processes by removing bank revetments, reconnecting and creating side -channel <br />habitats, connecting floodplains, addressing gravel pit degradation, and re-establishing a cottonwood gallery forest. <br />Restoring habitats and fluvial processes will improve the quantity and quality of year-round salmonid habitat, with an <br />emphasis on providing rearing habitat currently limited by irrigation flow regulation. <br />Kittitas County will advance this restoration design process to the draft (permit -ready) design phase and prepare permit <br />documents for the project. Additionally, Kittitas County will lead a multi -agency process to coordinate land stewardship <br />and management among the public entities within the Lower Kittitas Reach, so that land stewardship, restoration, and <br />public land access, is better coordinated and promoted. <br />Overall Goal: <br />Properties previously purchased to advance integrated floodplain management goals will be managed to restore <br />complex and dynamic fluvial processes by removing bank revetments, reconnecting and creating side -channel habitats, <br />connecting floodplains, addressing gravel pit degradation, and re-establishing a cottonwood gallery forest. In this phase, <br />restoration design will be advanced to the preliminary (permit -ready) design phase. Additionally, Kittitas County will <br />identify needed partnership actions and partnership agreements through a multi -agency process to coordinate land <br />stewardship and management among the public entities within the Lower Kittitas Reach. <br />Page 2 of 22 <br />Template Version 12/10/2020 <br />
