Water right <br /> application(G4-36135) was submitted by the County in 2021 and proposes to expand the <br /> existing place of use for the County's water bank to include groundwater from the basalt aquifers <br /> located at the base of Manastash Ridge in the Thorp Subbasin. Aspect understands that although <br /> the application was submitted by the County in 2021, the Department of Ecology(Ecology) has <br /> decided not to process the application via their standard processing que due to staffing <br /> constraints and the application's large technical component. <br /> Due to landowner interest in the application, the County and Ecology have recently discussed <br /> processing the application through Ecology's Cost Reimbursement Agreement program. Cost <br /> Reimbursement Agreements (CRAB) are currently the standard mechanism to have pending <br /> applications processed in a timely manner. The CRA program is a pay-for-service option that <br /> allows applicants to pay the cost of having their application processed by prequalified consultant <br /> teams (of which Aspect is one). <br /> There are two phases associated with the CRA, currently Ecology has issued a draft Phase 1 <br /> contract for the County's review. Under this Phase 1 contract, the County would have to provide <br /> Ecology with a technical memorandum and reimburse Ecology for the time it takes them to <br />
