pathway to move the permit forward is through Ecology's Cost-Reimbursement <br /> Agreement program. Through this program, we enter into an agreement with Ecology and <br /> cover Ecology's costs processing the application and we also hire a consultant from <br /> Ecology's pre-approved consultant list to conduct the technical evaluation. Aspect <br /> Consulting is a Task Order contractor for the County and on Ecology's pre-approved <br /> consultant list. <br /> DISCUSSION: <br /> Mr. Jansen, a local landowner, owns a large proportion of the 138 parcels identified in the <br /> 2021 application submitted to Ecology. Mr. Jansen is interested in cost-sharing so that the <br /> application can proceed in a timelier manner. <br /> There are two phases associated with Ecology's Cost Reimbursement Agreement. <br /> Ecology has provided a cost estimate for budget needs associated with Phase 1, but we do <br /> not know what the budget needs will be for Phase 2. <br /> FISCAL IMPACTS: <br /> The costs associated with Ecology's Cost-Reimbursement Agreement program are <br /> included in the Water Resource Program's 2025 annual budget.
