• Occasions separated by a break of at least seven nights. <br />• Stays in institution of fewer than 90 days do not constitute a break. <br />2. An individual who has been residing in an institutional care facility for fewer than 90 days and met <br />all of the criteria in paragraph (1) of this definition, before entering that facility; or <br />3. A family with an adult head of household (or if there is no adult in the family, a minor head of <br />household) who meets all of the criteria in (1) or (2) of this definition, including a family whose <br />composition has fluctuated while the head of household has been homeless. <br />r3.4 Homelessness Assistance Documentation of Housing Status 1 <br />Lead/subgrantees must verify and document eligible housing status prior to program entry. Refer to <br />the CHG Verification of Household Eligibility and Income Recertification Form for allowable <br />documentation. <br />The CHG Verification of Household Eligibility and Income Recertification Form and housing status <br />documentation must be kept in the client file. Documentation must be dated within 30 days of <br />program entry. <br />3.4.1 Housing Status Eligibility Exemption <br />Households entering emergency shelter are exempt from housing status requirements. <br />3.5 Homelessness Assistance Income Eligibility <br />The combined household income must not exceed 80 percent of area median gross income as defined <br />by HUD. Lead grantees can determine to target households with a lower area median income. <br />Income limits are based on Area Median Income (AMI) which can be located for each county at: <br />www.huduser.gov (Data Sets, Income Limits). <br />Income is money that is paid to, or on behalf of, any household member. Income includes the current <br />gross income (annualized) of all adult (18 years and older) household members and unearned income <br />attributable to a minor. Income eligibility determinations are based on the household's income at <br />program entry. Income inclusions and exclusions are listed in the Electronic Code of Federal <br />Regulations, www.ecfr.gov, Title 24 — Housing and Urban Development: Subtitle A 0-99: Part 5: Subpart <br />F: Section 5.609 Annual Income. <br />Gross Income is the amount of income earned before any deductions (such as taxes and health <br />insurance premiums) are made. <br />Current Income is the income that the household is currently receiving. Income recently terminated <br />should not be included. <br />3.5.1 Income Eligibility Exemptions <br />Income eligibility verification is never required for Drop -in Shelter or for households receiving only <br />flexible funding. <br />The following are exempt from income eligibility requirements for the first 90 days of program <br />participation: <br />✓ Households entering Transitional Housing <br />Page 1 18 <br />
