✓ Household must meet income status and have dependents. Dependent is defined as any <br />household member who is not the head, co-head, or spouse, but is: under the age of 18 years; <br />disabled (of any age); or a full-time student (of any age). <br />Housing Status <br />HOH Chronically Homeless AND <br />Income* <br />At or below 80% <br />area median income <br />*Household income must not exceed 80 percent of area median income. Lead grantees may determine <br />to target households with a lower area median income. Homelessness Assistance Housing Status <br />Eligibility <br />3.3 Homelessness Assistance Housing Status Eligibility <br />3.3.1 Homeless <br />Households are homeless if they are unsheltered or residing in a temporary housing program, as <br />defined below. <br />3.3.1.1 Unsheltered Homeless: <br />✓ Living outside or in a place that is not designed for, or ordinarily used as a regular sleeping <br />accommodation for human beings, including a vehicle, park, abandoned building, bus or train <br />station, airport, or campground. <br />✓ Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, human <br />trafficking, or other dangerous or life -threatening conditions that relate to violence against the <br />household member(s), including children, that have either taken place within the household's <br />primary nighttime residence or has made the household member(s) afraid to return to their <br />primary nighttime residence. <br />3.3.1.2 Sheltered Homeless: <br />✓ Residing in a temporary housing program including shelters, transitional or interim housing, and <br />hotels and motels paid for by charitable organizations or government programs. <br />✓ Exiting a system of care or institution where they resided for 90 days or less AND who resided in <br />an emergency shelter or place not meant for human habitation immediately before entering <br />that system of care or institution. <br />✓ Residing in a trailer or recreational vehicle that is parked illegally or in a location that is not <br />intended for long-term stays (i.e. parking lots). <br />3.3.2 Chronically Homeless5 <br />1. A homeless individual with a disability' who: <br />✓ Lives in a place not meant for human habitation or in an emergency shelter; and <br />✓ Has been homeless (as described above) continuously for at least 12 months or on at least 4 <br />separate occasions in the last 3 years where the combined occasions must total at least 12 <br />months. <br />5 Section 3.3.2 summarizes HUD's definition of chronically homeless.
