EXHIBIT "A" <br />SCOPE OF WORK <br />Contractor agrees to operate the 2024/2025 temporary Cold Weather Shelter (CWS). <br />Operations must include but are not limited to the following sections. All operational <br />procedures must adhere to Exhibit F: Cold Weather Shelter Program Guide. <br />Location and General Operations: The CWS must operate daily from 6 p.m. to 8 a.m. <br />from November 15 to March 9 and must provide sufficient capacity for up to 20 adults <br />utilizing the shelter on a single night. Minors are not permitted into the CWS and will be <br />referred to appropriate HopeSource programs to meet their shelter needs. <br />The CWS will operate duringthis timeframe at the Western Village of the Kittitas County <br />Events Center, provided in partnership between Kittitas County and the City of Ellensburg, <br />with the following exceptions: <br />1) Temporary location change from February 12th through 16th during which the Western <br />Village location will not be available. The Contractor will work with the City of <br />Ellensburgto coordinate an alternate location for those specific dates. <br />2) Designated holidays (Thanksgiving Day, the day after Thanksgiving, Christmas Eve, <br />Christmas Day, and New Year's Eve), during which the contractor is not required to <br />operate the CWS and in lieu of operation must provide motel vouchers to regular <br />clients. <br />Contractor will ensure that clients stay within the fence of the Western Village and do not <br />travel outside or around the facility into any other areas of the Kittitas Valley Events Center <br />(KVEC). All barn areas on the rodeo grounds and underneath the grandstands and <br />surrounding facilities must be inspected every day by Contractor staff to ensure that <br />clients are not lingering at the KVEC during hours that the CWS is not open. Any debris, <br />contaminants, or waste left behind by clients in barns or other areas of the KVEC must be <br />cleaned by the Contractor. <br />Construction may be taking place behind the Western Village during the day. No staff, <br />volunteers, or clients are allowed in the construction area at anytime. <br />Any and all signage or visual indicators of any kind on outside buildings, fences, or lots <br />advertising the CWS are strictly prohibited. Everything on or around the facility is to remain <br />unaltered. <br />A bus stop is allowable if desired but must not be marked. Clients should be bussed out <br />daily awayfrom the KVEC grounds or encouraged where to go when they leave the shelter. <br />Staff must visually confirm that clients have exited KVEC grounds each morning. <br />
