WA.US <br />Office (509) 962-7506 <br />"Building Partnerships - Building Communities" <br />STAFF REPORT <br />TO: Kittitas County BOCC <br />FROM: Chad Bala, KCCDS Director <br />STUDY SESSION: October 22nd, 2024 <br />SUBJECT: 2024 Kittitas County Annual Docket of Comprehensive Plan and Code <br />Amendments, Docket Item #'s 2024-01 through 2024-10. <br />This Study Session is being held so that CDS staff can provide an update of the 2024 <br />amendments, specifically Docket Item #"s 2024-01 through 2024-10 to the comprehensive plan <br />and development regulation amendments and answer any questions that the Board may have <br />prior to holding a hearing. <br />In summary, this year's docket includes a total of 13 docketed items with ten (10) requests from <br />County Staff regarding comprehensive plan & code amendments & three (3) citizen requested <br />amendments for the 2024 Annual Amendment. Please note that the three (3) citizen requests <br />(Docket Item # 2024-11, 2024-12, & 2024-13 are still in the review process and will be in front <br />of you later for consideration. <br />The record for Docket Numbers 2024-01 thru 2024-10 includes the approved recommendations <br />and findings of fact from the Planning Commission. In summary, the proposed amendments are <br />as follows: <br />Docket Item 2024-01 — This amendment requested a change to the docketing deadline <br />from June 30th to March 31' of each year. Kittitas County Community Development <br />Services (KCCDS) Staff proposes to amend KC Comprehensive Plan annual docket <br />deadline date of June 301h of every year to March 3 1 " (Last working day of March) of <br />every year. This allows for more time for processing the annual docket, issuing state <br />notices, issuing SEPA, and scheduling of public hearing requirements with final approval <br />from the Board of County Commissioners by December 31st of each year. <br />• On September 10a', 2024, the Planning Commission conducted a public hearing to <br />consider Docket Item 2024-01 for the 2024 Annual Amendment to the <br />Comprehensive Plan and unanimously recommended approval (4-0) to change the <br />BOCC 2024 Annual Docket Study Session Staff Report Page 1 <br />October 22nd, 2024 <br />
