1. The Planning Commission finds that Kittitas County Community Development <br />Services Department submitted a request amending KCC 16.12.260 adding a <br />preliminary plat approval revision process. <br />2. Planning Commission reviewed the docketed request on August 13'�, 2024, at the <br />public meeting. Kittitas County Community Development Services Planning <br />Manager provided a summary of this request. <br />3. August 13th, 2024, at the public meeting, the Planning Commission briefly reviewed <br />and had general discussions regarding the proposed amendment. <br />4. Planning Commission finds that a sepa threshold determination of non -significance <br />(DNS) was issued with comments submitted regarding Docket 2024-10. <br />5. Planning Commission finds that a sepa threshold determination of non -significance <br />(DNS) was issued for the 2024 annual docket cycle with no timely appeals filed. <br />6. The Planning Commission finds there was no public testimony in opposition to the <br />proposal. <br />7. Planning Commission finds that staff presented the proposal and the need to create <br />the ability to amend preliminary plat approvals. <br />8. Planning Commission find that the proposal creates a review process for minor <br />changes to a preliminary approved subdivision. <br />9. Planning Commission finds that there are criteria proposed that identify a substantial <br />or minor change. <br />10. Planning Commission finds that DFW commented regarding Section D. <br />11. Planning Commission finds that striking the language "as determined by the <br />department" in Section B, C, & E will not materially change the intent of the code. <br />12. On September 10'h, 2024, at the public hearing the Planning Commission voted 4-0 <br />recommending approval with the elimination of language "as determined by the <br />department" in Section B, C, & E to the Board of County Commissioners based on <br />the information submitted in the record. <br />13. On September 11'', 2024, the Planning Commission approved the Findings of Facts <br />for Docket Number 2024-10. <br />
