This task will also include review of the existing plan and all its elements. The plans will be <br />examined for outdated policies and consistency of terms. The audit will specifically evaluate: <br />• Opportunities for text revisions to clarify meaning or use of maps and graphics to convey <br />information more efficiently. <br />• Potential for new and revised goals and policies and those that can be deleted or <br />consolidated. <br />• Review for plan usability and implementation. <br />• Necessary alignment with the Countywide Planning Policies. <br />• Opportunities to align with updates to state law since the last update. <br />Deliverables: <br />• Preparation of Periodic Update checklist for Fully Planning Counties. <br />• Preparation of gap analysis document to highlight areas which must be addressed as part of <br />the update. <br />Preparation of plan audit document. <br />Assumptions: <br />Assumes one round of review and edits. <br />Assumes county assistance on code audit sections. <br />Climate plan audit will be conducted under Task 19. <br />Task 6: Land Capacity Analysis <br />Consultant will complete a Land Capacity Analysis based on standard methodologies developed <br />underthe Buildable Lands framework enabled by GMA. This will evaluate areas allocated for <br />residential, housing, and/or employment uses and determine the ability for these areas to <br />accommodate additional growth. This will involve the following general steps and will focus on <br />UGAs and LAMIRDs: <br />Current conditions. We will assess the current state of development in the County based on tax <br />assessment data, building permit summaries, and other sources. <br />Development constraints. Based on GIS data for critical areas and other physical and institutional <br />limitations on development, we will identify areas where development is not expected to occur. <br />This would include areas such as government land where market development is not expected to <br />occur over the longterm. <br />Areas available for development. By combining the current conditions data and information on <br />development constraints, we will highlightthose areas which are currently available for <br />development. This may include areas that are vacant or available for redevelopment or infill <br />projects. <br />4 <br />
