KITTITAS COUNTY <br />PUBLIC WORKS/COMMUNITY DEVELOPMENT SERVICES STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY <br />1:30 PM <br />October 14, 2024 <br />Board members present: Vice Chairman Laura Osiadacz, and Commissioner <br />Cory Wright. <br />Others: Josh Fredrickson, Arden Thomas, Sally Kraft, Rebecca Cruse, <br />Public Works; Chad Bala, Jessica Miller, Jamey Ayling, Community <br />Development Services; Stephanie Hartung, Molly McDowell, Angela <br />Bugni, Chris Horner, Prosecuting Attorney's Office; 1 members of the <br />public. <br />At 1:30PM Vice Chairman Laura Osiadacz opened the Public Works and <br />Community Development Services Study Session. <br />Citizen Comments- Pat Kelleher expressed his disagreement with using <br />funds for the Comprehensive Economic Development Strategic Plan. <br />At 1:33PM the Board of County Commissioners announced they would <br />recess into Executive Session for 10 minutes with Chad Bala, Angela <br />Bugni, Molly McDowell, and Stephanie Hartung per RCW <br />42.30.110(1)(i)(ii) to discuss litigation that the agency reasonably <br />believes may be commenced by or against the agency, the governing <br />body, or a member acting in an official capacity. <br />At 1:43PM The Board of County Commissioners announced they would <br />recess for 5 additional minutes. At 1:48PM the Board reconvened out <br />of the Executive Session. Commissioner Cory Wright made a motion to <br />Approve a Resolution to Authorize Abatement Action in Superior Court <br />and to Appropriate Funds and set a Timetable for the Lauderdale <br />Junction Abatement Against Donald and Edith Drake and All Other <br />Persons or Parties Unknown Claiming Any Right, Title, Estate, Lien, <br />or Interest in the Real Estate Described Herein. Vice Chairman Laura <br />Osiadacz seconded the motion, Resolution 2024-179 approved. <br />COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGIC PLAN <br />Josh Fredrickson briefed the Board of County Commissioners on the <br />Comprehensive Economic Development Plan (CEDS). The plan is <br />developed regionally to help communities to become eligible for <br />federal funding. Josh Fredrickson stated this plan identifies <br />strengths, weaknesses, opportunities, and threats or limiting factors <br />to growth in the communities represented. Josh Fredrickson stated <br />that partnering with Central Washington University allows the region <br />more opportunity because of their expertise in CEDS development and <br />presented a letter of support from Conference of Governments. <br />Commissioner Cory Wright stated that Yakima County would like to <br />partner and work together.
