In fact,we <br /> had other development code updates earlier this year. <br /> While a docketing system is a certainly a meaningful process and encouraged per RCW <br /> 36.70A.470 to keep of track of needed changes,it is highly recommended the county process <br /> develooment m4gullation amendments more often than once a year. <br /> CBala &JAyling: KC understands this. Again,we nau other aeveiopment code updates earlier <br /> this year that occurred outside of the annual process. In fact, over that last 5 years the county <br /> has processed numerous development regulations amendments along with the annual comp <br /> plan process. Please note I believe the county has continued to do this, knowing we don't have <br /> to, due to the recent compliance effort(2006-2019)that occurred over numerous years as a <br /> part of being more transparent. <br /> • Chapters 15B.03 and 15B.04 both state that the Board of County Commissioners must approve <br /> or deny amendments by December 31s.While such a decision deadline makes sense for annual <br /> updates for the comprehensive plan,such a deadline is unnecessary for development regulation <br /> amendments. Furthermore,the Board shouldn't be limited to only two options(approve or <br /> deny). For example,the Board should have the option to defer their decision to a later date or <br /> remand it back to staff/Planning Commission as they see fit.Consider discussing this with your <br /> legal counsel. <br /> CBala &JAVling: Again,see other comments regarding the development regulation (code) <br /> amendments. As for the BOCC being limited. They are not limited and understand that they can <br /> decide to approve, deny,or remand back for the further review etc. KC has a well-versed legal <br /> staff and understands our process, in fact all docketed items were reviewed by legal prior to <br /> commencing forward. Again, our process amongst other things were vetted out during our long <br /> compliance effort,which started in 2006-and continued into the 2017-2037 comprehensive plan <br /> periodic update eventually becoming GMA compliant in 2019. <br /> • It is highly recommended that you meet with the individual(s) responsible for updating the <br /> County zoning map to keep it updated on a consistent basis in accordance with KCC Chapter <br /> 17.12. <br /> CBala &JA,/ling: We have continuously been discussing this and since I have taken the <br /> Director's role GIS is now being considered seriously. Currently our IT department is in the <br /> process of creating a GIS position to assist with the goal of stopping the inconsistencies that <br /> occur when zones&land use designations change amongst other items such as a quick <br /> turnaround to update the mapping. <br /> • While I understand you were having trouble getting into PlanView,it is crucial that we resolve <br /> the log in issues as soon as possible. Per WAC 36S-196-630,notices of intent to adopt <br /> amendments are to be submitted electronically via PlanView.The information you emailed has <br /> been uploaded into PlanView.Moving forward,any corrections or changes need to be <br /> submitted as Supplemental Submittals via PlanView to be consistent with the WAC: <br />
