&A) cow. 0-11 L31 &knmtyC_A_ <br /> p— 46 <br /> WA ST Dept. of Commerce Comment Letter on our 2024 annual docket amendments <br /> Jamey Arlington, <br /> Thank you for meeting with me yesterday to go over some questions and comments regarding the 2024 <br /> Annual Docket of Comprehensive Plan and Development Regulations Amendments.This email serves as <br /> a summary of our phone conversation and next steps. <br /> Recommendations eneral comments and additional questions: <br /> • It is my understanding the proposed amendments have been considered by the Planning <br /> Commission and are to be scheduled before the Board of County Commissioners.Based on our <br /> conversation,the PUDs and Gibson Rezone are also.pending a SEPA threshold,determination. <br /> Please let me know if I misunderstood. Please also confirm whether the other-docketed items <br /> have undergone a SEPA review. <br /> CBala&JA Iy into: That is correct we have held the Kittitas County(KC) Planning Commission <br /> hearing for the 10-code amendmentSonly. We currently have another hearing scheduled for the <br /> BOCC regarding those 10 code amendments. <br /> You are correct in that the PUD and rezones are currently in process, which we expect to issue a <br /> threshold determination soon. These still need to be heard by the Planning Commission for <br /> recommendation and again by the BOCC for final decision. <br /> The Docketed 10 items have completed the sepa review process with a threshold determination <br /> of non-significance dated August 15, 2024 with no appeals. <br /> • During our phone call,you had described that the development regulations,i.e., Kittitas County <br /> Code(KCC),found online at Kittitas County, Board of County Commissioners I.County Code may <br /> not be up to date. It is highly recommended that this be confirmed as this appears to be the only <br /> code made available to the public. Furthermore,I have based many of my comments on the <br /> code found online. .111W000. +I`` Ejeae l wF <br /> CBala&JAyling: The County Code online is the current upaateu code. I believe this was a <br /> misunderstanding during your discussion.The Kittitas County IT department has been in a <br /> process of making changes to the website format and access to items such as the Kittitas County <br /> Code (KCC) in general. <br /> • As discussed, only the comprehensive elan is limited to an annual update in accordance with <br /> KW 36.70A.130 2 is .There is no limit to the number of amendments or frequency <br /> development regulations can be amended. <br /> utsala &JAylinr: We agree and understand this comment <br /> According to the KCC,specifically Chapters 158.03 and 15B.04,a docketing system is used for <br /> amendments to both the comprehensive plan and the development regulations. Decisions for <br /> amendments are considered annually by the Board of County Commissioners with a deadline of <br /> December 31. During our phone conversation,I had initially thought the KCC required all <br /> amendments to be processed once a year,but appears the Director has some discretion in how <br /> often development regulations may be amended. <br />
