FINAL GEOTECHNICAL REPORT <br />Krrrnls CouNrv Tnc.Nsrnn SrarroN <br />Er,r,nrvssunc, WISHINGToN <br />1.0 INTRODUCTION <br />1.1 GnNnnc,L <br />This report presents the results of geotechnical investigative work for the proposed new transfer <br />station and associated improvements for the new Kittitas County Transfer Station in Ellensburg, <br />Washington, at the location indicated on the Vicinity Map, Figure 1. The purpose of this <br />investigation was to evaluate the subsurface conditions at the various locations proposed to <br />accommodate facilities on site and provide geotechnical recommendations for design and <br />construction of the new facilities. This work was accomplished as part of the SCS design team <br />effort for the project. <br />1.2 Pno.lncrDnscnrptroll <br />The project site for the new transfer station is located adjacent to the Ellensburg Cement <br />Products facility about 2.5 miles northwest of downtown Ellensburg, Washington (Figure 1). <br />Access to the property is from Highway 97. <br />In addition to the transfer station building, improvements consisting of access roadways, a <br />compost area, scale facilities, recycling and white goods lay down areas, an administration <br />building, and parking will be constructed. The approximate locations of these new <br />improvements are shown on the Site and Exploration Plan, depicted on Figure 2. <br />The existing site access road exits to the east off Highway 97,then continues along the southern <br />site perimeter before turning north at the southeast property corner. Traffic flow generally <br />proceeds in a counterclockwise loop that precedes to the scales, then turns west to provide access <br />to the compost facility and transfer station. An internal access road loops around the transfer <br />station providing access to the white goods and tire recycling areas before re-connecting with the <br />main access road west of the scale facility. The recycling area, moderate risk waste (MRW) <br />building, and administration building are accessed by turning left at a turn-off about 200 north of <br />the southeast site corner before reaching the scale facility. The scale facility is proposed to <br />consist of a set of laterally off-set drive-on scales separated by a small island containing the scale <br />house. <br />The present design for the new transfer station consists of a structure, comprised of a large, <br />covered tipping floor (100 x 175 feet), supported by structural filI to achieve the grade separation <br />necessary to accommodate waste haul trailers, that will receive waste from the transfer station
