5.3.1.1 Unsheltered Homeless:,/ Living outside or in a place that is not designed for, or ordinarily used as a regular sleeping <br />accommodation for human beings, including a vehicle, park, abandoned building, bus or train <br />station, airPort, or camPground. <br />,/ Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, human <br />trafficking, or other dangerous or life-threatening conditions that relate to violence against the <br />household member(s), including children, that have either taken place within the household's <br />primary nighttime residence or has made the household member(s) afraid to return to their <br />primary nighttime residence' <br />5.3.L.2 Sheltered Homeless: <br />. ,/ Residing in a temporary housing program including shelters, transitional or interim housing, and <br />hotels and motels paid for by charitable organizations or government programs. <br />./ Exiting a system of care or institution where they resided for 90 days or less AND who resided in <br />an emergency shelter or place not meant for human habitation immediately before entering <br />that system of care or institution. <br />,/ Residing in a trailer or recreational vehicle that is parked illegally or in a location that is not <br />intended for long-term stays (i-e. parking lots). <br />5.3.2 At Risk of Homelessness <br />Households are at risk of homelessness if they meet one of the following conditions: <br />,/ Have a missed rent payment and currently owe all or part of a rent payment (current month or <br />Past months); OR,/ Has moved because of economic reasons 2 or more times during the 50 days immediately <br />preceding the application for assistance; OR <br />,/ ts living in the home of another because of economic hardship; OR <br />,/ Has been notified that their right to occupy their current housing or living situation will be <br />terminated within 21 days after the date of application for assistance; OR <br />/ Lives in a hotel/motel and the cost is not paid for by charitable organizations or by Federal, <br />State, or local government programs for low-income individuals; OR <br />./ Lives in an SRO or efficiency apartment unit in which there reside more than 2 persons or lives <br />in a larger housing unit in which there reside more than one and a half persons per room; OR <br />'/ ls exiting a publicly funded institution or system of care' <br />5,4 HEN Oocumentation of Housing Status <br />Lead/subgrantees must verify and document eligible ho <br />the CHG Verificotion of Household Eligibility ond Income <br />using status prior to program entry' Refer to <br />Rece rtification Form for allowable <br />documentation <br />The CH6 Verificotion of Household Eligibility and lncome Recertification Form and housing status <br />documentation must be kept in the client file. Documentation must be dated within 30 days of <br />program entry. <br />5.4.1 Targeted Prevention <br />Homelessness prevention programs must prioritize households most likely to become homeless, and <br />must use either the CHG Torgeted Prevention Eligibitity Screening Form or other tool approved by <br />Commerce.
