2.1.4 ReportingRequirements <br />Lead grantees are responsible for submitting the following: <br />2.l.4.LLocal Homeless Housing Plan <br />Lead grantees must submit an updated county Local Homeless Housing Plan to Commerce at least <br />every five years and an annual report each year. Local Plan Guidance is located on the Commerce State <br />Strategic Plan, Annual Report and Audits website. <br />2.t.4.2 Annual Cou nty Expenditure Report <br />Lead grantees must submit a complete and accurate Annual County Expenditure Report to Commerce. <br />Commerce will annually score Annual County Expenditure Report data quality. <br />2.L.4.3 Point in Time Count <br />Lead grantees must ensure the collection and reporting of the annual Point in Time (PlT) Count of <br />sheltered and unsheltered homeless persons for their county is in accordance with the Commerce <br />Count Guidelines and must comply with PIT Count best practices published by Commerce, located on <br />the Commerce Annual Point in Time Count website. <br />2.1,4.4Essential Needs RePort <br />Lead grantees must submit an HEN Essential Needs Report at the end of each state fiscal year, which is <br />a count of the total instances of Essential Needs services <br />2.1.5 Training <br />Lead/subgrantees must identify staff to attend and complete trainings. These staff should include staff <br />that provide direct services, supervisors of direct service staff, and staff that manage homeless grants. <br />The following trainings are required at least every three years and attendance must be documented: <br />,/ Trauma lnformed Services <br />'/ Supporting survivors of domestic violence <br />,/ Local coordinated entry policies and procedures as required by lead CE entity <br />,/ Fair Housing,/ Housing First,/ Racial Equity <br />'/ LGBTQ+ competency <br />'/ Rapid Re-Housing <br />'/ Progressive Engagement and Problem-Solving (Diversion) <br />Other recommended trainings include mental health first aid, crisis intervention, professional <br />boundaries, and case management. <br />ln addition, lead/subgrantee staff are highly encouraged to attend the annual Wash n State <br />Conference on Ending Homelessness. <br />Costs to attend trainings are an eligible program expense (see Section 5.3) <br />Visit the Commerce Homeless Services Grantee Trainings website for available online trainings. <br />2.1.6 Benefit Verification System Requirements <br />Commerce maintains a data share agreement with the Department of Social and Health Services <br />Page | 1L
