Compliance capability: Helping demonstrate that all funded activities for the BEAD grant <br />requirements are in compliance with all federal, state, territorial, and local laws through <br />a narrative; helping create a documentation system for showing compliance and for <br />reporting for Commerce, NTIA, and GAO. <br />i. Subgrantee Public Entity owns this portion of grant application. Must have <br />skilled staff on point to handle grant compliance. <br />E. Operational capability: Help construct a narrative of the subgrantee's operation and <br />maintenance plans and identifying responsibilities for tasks within the plan and a <br />description of the workforce plan (Lightcurve or provider and Kittitas County) <br />1. JRP can help facilitate narrative on these capabilities. <br />F. Ownership: Helping demonstrate the minimum ownership requirements of the BEAD <br />NOFO, including transparency requirements for all part(ies) in the application. <br />G. Public funding: Helping craft a disclosure for all subgrantee application part(ies) that may <br />have submitted or plan to submit, including CARES, CAA, ARPA, RDOF, Connect America, <br />WSBO or other Commerce grants for broadband services. <br />i. This will require GIS work. The public entity will need to resource this our it will <br />be contracted to the design firm. <br />Scope 2: Develop Operating Current Model/Grant Management <br />Tasks: <br />• Knowledge transfer of the operating model and business relationships to staff at Kittitas <br />County who are administering the Public Works Board Round I, 2021, Washington State <br />Broadband Office (WSBO) round II, 2023 grant awards. <br />• Assist with grant administration and project procurement. <br />o WSBO Contract Completion <br />o Procurement for Cultural and Design <br />o Construction Procurement <br />o Operating implementation <br />• Identify business planning objectives. <br />o Assist in identifying network owner policies and objectives. <br />• Create Network Operating Model through Regional Service Provider Coordination <br />o Review Public -Private Partnership and Open Access Models <br />• Review/Create/Update Current Organizational Information and Policies: <br />o Line Extension Policy <br />o Aid To Construction Policy <br />o Pole Attachment Policy <br />o Asset Management Plan <br />Professional Services Agreement— JRP INNOVATIVE SOLUTIONS, LLC <br />Page 15 <br />
