Public Health <br /> 00, P i_p::rtF„z!;r <br /> To Protect and Promote the Health and the Environment of the People of Kittitas County <br /> Other Funding <br /> The other funding category represents all other funding sources at 3%of revenue.This includes state funding through <br /> noncompetitive grants and joint plan of responsibility(JPR) agreements for DOH Group A and B water system sanitary <br /> surveys, Department of Ecology well delegation, and West Nile vector surveillance.This category also includes <br /> investment income, Medicaid Administrative Match (Admatch)funding from the Washington State Health Care <br /> Authority,and vital record revenue from processing birth and death certificates. <br /> Environmental Health Fees —. <br /> Environmental Health (EH)fees are generated through a full cost recovery method, using calculations that anticipate <br /> direct and indirect costs of service for the next fiscal year. Estimates of revenue of$787,973 generated by EH fees are <br /> based on previous years' actuals,trend data,and future projections of services provided.The proposed 2025 fees reflect <br /> cost of living and benefits increases for Environmental Health staff,and continued improvement in timekeeping and <br /> process improvement. Volume estimates have been set at extremely conservative amounts to plan for economic <br /> uncertainties,which accounts for the decreased estimated revenue from 2024. <br /> As proposed, 19 fees decrease,seven fees increase, and all other fees remain unchanged from 2024.The proposed 2025 <br /> fees are 20%of estimated revenue, in line with previous years. For detailed fee breakdown and comparison to current <br /> 2024 fees, please see Appendix B. <br /> Several changes are proposed for 2025: <br /> Minimum Change Amount <br /> KCPHD has proposed a new minimum change amount our calculation policy for 2025.This requires for any fee that is <br /> calculated to change by 10%or less remain the same as the previous year.This change is anticipated to help decrease <br /> fee fluctuation from year to year, account for reasonable margin of error, and decrease annual department <br /> administrative burden. <br /> Fee Consolidation <br /> Four individual fees are being removed in 2025 and consolidated into other existing fees.Staff determined that the <br /> following fees were not necessary to maintain environmental health and could safely be added to existing inspection <br /> and permitting activities. <br /> • OSS System Site Evaluation (4+) <br /> • Temporary Food Service Type C Levels 1, 2, and 3 <br /> School Food Inspection Restructure <br /> KCPHD plans to replace the fixed rate inspection fee for K-12 schools with the department hourly rate.This adjustment <br /> is designed to more accurately reflect the actual time spent on inspections. By shifting to an hourly rate, KCPHD can <br /> ensure that schools are charged based on actual service time, promoting fairness and transparency in billing practices. <br /> New OSS Certified Operations and Maintenance Service Provider License Fee <br /> In order to be in compliance with new legislation, KCPHD will begin to offer licenses to stakeholders wishing to provide <br /> certified OSS Septic Operations and Maintenance Services.The fee is currently set at$115,which aligns with other <br /> Kittitas County Public Health Department—2025 Preliminary Budget Narrative Page 6 of 15 <br /> 13 <br />
