KITTITAS COUNTY <br />PUBLIC WORKS/COMMUNITY DEVELOPMENT SERVICES STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM August 26, 2024 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman <br />Laura Osiadacz, and Commissioner Cory Wright. <br />Others: Josh Fredrickson, Arden Thomas, Cameron Curtis, Reid <br />Burbank, Rebecca Cruse, Public Works; Chad Bala, Jeremy Larson <br />Community Development Services; Stephanie Hartung, Angela Bugni, <br />Molly McDowell, Prosecuting Attorney's Office; no members of the <br />public. <br />At 1:31 PM Chairman Brett Wachsmith opened the Public Works and <br />Community Development Services Study Session. <br />No Citizen Comments <br />WHISKEY CREEK FLOOD ALLEVIATION <br />Arden Thomas briefed the Board of County Commissioners on a <br />project with DR Horton to manage flooding along Whiskey Creek and <br />is developing a MOA to include a timeline for the flow restrictor <br />to stay in place until after construction of the siphon. Arden <br />Thomas stated easements are still being secured. <br />UPPER YAKIMA RIVER FLOODPLAIN & HABITAT RESTORATION IMPLEMENTATION <br />Arden Thomas updated the Board of County Commissioners on past <br />action for the floodplain restoration/reconnection project in the <br />Lower Kittitas Reach of the Yakima River and stated that staff had <br />submitted a Floodplain by Design Grant that maybe a source for <br />viable funding to utilize in 2027 as the project scored well. <br />Arden Thomas stated that Bonneville Environmental Foundation has <br />offered their assistance and now that the property is secured for <br />this project the implementation could happen relatively quickly to <br />improve habitat and formation of a trail. <br />6-YEAR TRANSPORTATION PLAN UPDATE <br />Cameron Curtis briefed the Board of County <br />updates to the 6-year Transportation Plan <br />phases and funding sources.
