HCA will provide IT infrastructure funding through the Capacity Building Program. If <br />needed, HCA will collaborate with facilities on solutions for electronic health record (EHR) <br />systems and systems that bill for Medicaid services. <br />HCA is soliciting for TPA to provide administrative support possibly starting as early as Q1 <br />2025. The administrative support may include but may not be limited to assisting clients <br />with Medicaid eligibility screening and application, supporting providers to become enrolled <br />as a Medicaid provider, and serving as a claim clearinghouse that helps facilities and <br />providers prepare and submit claims. <br />6. Capacity Building Program Funding <br />Contractors that complete Milestone 2 — Capacity Building Application, HCA will provide <br />capacity building funding to facilities to support the planning for and implementation of the <br />Demonstration. Eligible uses of the funding are available in Appendix A, and include the <br />following activities: <br />a. IT infrastructure funding to support systems changes for data exchange, access to <br />virtual health services, and other IT needs. <br />b. Reentry planning and implementation funding to support planning expenses, such <br />as the development of process changes, protocols, and procedures for <br />implementation and hiring and training of staff. <br />Maximum funding for reentry planning and implementation will vary by facility size, based <br />on their average daily population for the period of time specified in the Contractor's Letter of <br />Intent response. The table below delineates the maximum funding amounts for Tier 2 <br />facilities. The maximum IT infrastructure funding will be $1 million for each participating <br />facility. <br />Tier 2 (50 — 249) $1,250,000 $1,000,000 $2,250,000 <br />7. Milestone Deliverables Compensation Table <br />HCA will assess Contractor's progress towards achieving the Initiative goals based on <br />achievement of specific milestones and measured by these milestones. Distribution of <br />Capacity Building funding to Contractor is based on a Contractor's tier as described below <br />and is contingent upon their completion of the implementation milestones described below. <br />Milestones will be developed by the State in consultation with stakeholders and members <br />of the public and approved by CMS. Generally, progress milestones will be organized into <br />the following categories: <br />Milestones I Funding IT Funding Timing for Cohort 1 <br />Planning Milestones Before Go -Live with Pre -Release Services <br />1) Letter of Intent <br />10% of total RPP funding <br />NIA <br />Due Date June 1, 2024 <br />Submission <br />upon submission: <br />Funding Paid: July 2024 <br />Tier 2: $125,000 <br />Washington State 13 HCA Contract #K7843 <br />Health Care Authority <br />
