Mr. Coby owns parcels on either side of the right of way and has occupied the right of <br />way for several years prior to the ROW being adopted onto the County Road Network. <br />However, Winch Road does not function as a road, and a significant capital investment <br />would be necessary to construct the road to current standards. The right of way provides <br />little to no benefit to the public, and adjacent property owners would benefit by allowing <br />them to make improvements to the road as necessary. <br />Winch Road provides access to parcel no. 575035. Currently the parcel is accessed <br />through an adjacent parcel accessing from Adobe Rd. Approximately two thirds of the <br />road has not been constructed functions only as a driveway for one property owner. <br />Right-of-way vacation at centerline would return to the adjacent property owner. <br />Revised Code of Washington (RCW) 36.87 controls right-of-way vacation.
