Any direct cost of a minor amount may be treated as an indirect cost for reasons of practicality where <br />such accounting treatment for that item of cost is consistently applied to all cost objectives. <br />4. Factors affecting allowabllily of costs. To be allowable under Federal awards, costs must meet the following general criteria: <br />a. Be necessary and reasonable for proper and efficient performance and administration of Federal awards. <br />5. Reasonable costs.
