<br /> <br />05.01 carried to approve BOCC Resolution 2024-090 to Authorize the Allocation of Community <br />Services Millage Tax Revenue to the Kittitas County Public Health Department. <br /> <br />1/10th of 1% Funding for School Districts discussion and direction <br />Chelsey Loeffers presented a proposal to fund Kittitas County public schools through the Kittitas County <br />mental health tax outside of the competitive RFP process by allocating a percentage of the annual <br />revenue to the schools. The board discussed the proposal and discussed ways to ensure that the money <br />allocated to the schools is used for activities and projects that have clear goals and objectives and are in <br />line with the BOCC priorities. <br />Chelsey Loeffers presented a couple of different funding algorithms. <br />• Total funds/total student population= base funding rate <br />• Options for calculation individual district allocations <br />o Total students in district x base rate- straight allocation <br />o Total students in district x base rate x percentage driver= adjusted allocation <br />All three commissioners preferred the adjusted allocation model and would like staff to move forward <br />with this direction and create supporting documents and a resolution to review at the next meeting. <br />There was discussion about the BOCC communicating with superintendents to discuss this allocation <br />and use of funds. The BOCC will work with KCPHD staff to determine a timeline for this process. <br /> <br />Erin Moore discussed memorializing funds from the 1/10th funding for the Kittitas County Jail and <br />Behavioral Health Court. The commissioners agreed and Commissioner Wright added that he would like <br />to follow up to see if there is a way to also allocate funding for the Comprehensive Healthcare project <br />that provides crisis responders at KVH through BOCC allocation. All of these currently have contracts for <br />1/10th funding. <br /> <br />There was also discussion about the BOCC meeting with the 1/10th of 1% board to discuss priorities for <br />the remaining funds that will go through the RFP process. Staff will work with BOCC to schedule a special <br />meeting. <br /> <br />Department of Commerce SFY 2025 Supplemental Homelessness Funds discussion and direction <br />Chelsey Loeffers informed the Commissioners that there is Department of Commerce funding for <br />Homelessness and Affordable Housing. In the past the funding has gone directly to Hopesource. This <br />year the Commerce funding is required to go through the county. There was discussion about the two <br />different funding sources and department percentage of retention: <br />• Local Document Recording Fee Support: $198,877.00 <br />• Additional Consolidated Homeless Grant Funds: $188,209 <br />• 10% Admin: $38,708
