KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: June 10, 2024 <br />TOPIC: East Sparks Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the <br />Engineer's Report on the Request for Speed <br />Reduction <br />LEAD STAFF: <br />Cameron Curtis <br />RECOMMENDATION: <br />Direct staff regarding setting a Public Hearing for the Speed Reduction Request on East <br />Sparks Road. <br />BRIEFING SUMMARY: <br />• A resident on East Sparks Road requested a speed reduction on East Sparks Road <br />from the past "Turtle Town" to the end of the road (MP 0.41 to MP 1.37) on April <br />5, 2024 <br />• The speed study was conducted on May 21, 2024 to May 28, 2024. <br />• Speed study data collected at MP 0.62 <br />• Average daily traffic (ADT) of 611 vehicles, with a 29% truck traffic percentage. <br />• ADT distribution is 53% eastbound and 47% westbound at MP 0.62 <br />• 85% speed is 36 Miles Per Hour (MPH) at MP 0.62. <br />• 0 accidents in the past five years within the project study location. <br />BACKGROUND: <br />Responding to a request received on April 5, 2024, to reduce the posted speed on Sparks <br />Road from 35 MPH to 25 MPH, Public Works deployed traffic data collectors May 21, <br />2024, and collected through May 28, 2024. The request indicated residents routinely walk <br />the County Road network in the study area. The request is concerned with traffic related <br />to recreation vehicles such as ATV's, dirt bikes, and snowmobiles, as well as <br />construction traffic. <br />Data collected at mile post 0.62 has and ADT of 611 vehicles, and 29 percent truck traffic <br />within the average daily traffic distribution of vehicle size. Traffic at this location is split <br />52.8 percent eastbound and 47.2 percent westbound. Overall 85th percentile speed at this <br />
