KITTITAS COUNTY <br />EC STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />MONDAY 10:00 AM April 2024 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura Osiadacz, <br />Commissioner Cory Wright <br />Others: Kady Porterfield (Event Center Director), Lacie Dawson (Event Center Program <br />Manager), Robert Eddings (Fair Board President), Amy Cziske (Fair Board Treasurer), Jeanne <br />Killgore (Kittitas County Human Resources Director) <br />1. Call to Order Chairman Brett Wachsmith called the meeting to order at 10:03am <br />2. Citizen Comments (1 min. time limit) None <br />3. Fair Bedding Fees Recommendation Discussion <br />Porterfield: The Fair Board voted during their April meeting to make changes to the bedding <br />fees for the 2024 Kittitas County Fair. A bedding cost breakdown sheet that was prepared by <br />Becky McDowell was handed out to the Commissioners. The largest increases would be to <br />Beef and Dairy, slight increase for Horse, and decrease for Swine and other smaller animals. <br />Wright: At what point does this become a gifting of public funds issue? <br />Osiadacz: It would be a good idea to get legal's opinion on this. <br />Wright: Does it have to be called a bedding fee? Porterfield explained the fee is utilized more <br />of an entry fee for each animal being entered in the Fair. The history of why it was called a <br />bedding fee is unknown, but it's purpose is not tied to covering the cost of the bedding. There <br />are many operational costs that go into the fair and we don't charge exhibitors directly for <br />those costs. A name change to better depict the purpose of the fee would be wise. Porterfield <br />will work with legal on appropriate wording. The bedding fee discussion arose from a <br />question about what is to be done when there are multiple livestock utilizing the same pen. <br />The term bedding fee has become confusing for the exhibitors in that sense as they think <br />there fee is also tied to the bedding they are using, so amending the wording will help define <br />the fee purpose more clearly. <br />Wright: What was the Fair Board vote on this? Eddings: Shenyer and Eddings voted no. <br />Cziske: Didn't feel that enough information was presented at time of the vote to really <br />understand what was being voted on (for those who are not livestock directors). <br />2024-04-22 MINUTES <br />
