The evaluation will focus on identifying actions that will provide the greatest benefit to the public and are feasible, cost-effective, resilient, and equitable, and meet the goals of this project. Certain actions that modify flooding and/or stormwater will be modeled to determine the effectiveness. Actions that also benefit the habitat within the City and UGA will be identified as multiple benefit actions. Actions may include, but not be limited to: acquisitions; identifying and protecting primary flow paths or flood storage areas; improvements to the stormwater system, such as regional stormwater facilities; outreach and education; regulation updates; staff training; conservation/flood easements; emergency response measures; and/or home elevations or property acquisitions. Some actions may also identify future planning needs, such as additional alternatives analyses or feasibility studies. After the action alternatives are identified, the actions will undergo an alternatives analysis pursuant to Comprehensive Flood Hazard Management Plan (CFHMP)guidance. The actions will be prioritized, grouped into strategies, and a funding and partnership strategy will be developed. The actions and strategies will be added to the Kittitas County Hazard Mitigation Plan (HMP) which also serves at the County's CFHMP. All in-water actions will undergo an alternatives analysis and evaluation of effects in compliance with WAC t73-I45-040. The actions and strategies will also include all information necessary to meet FEMA HMP requirements, per the Local Mitigation Planning Policy Guide, effective April L9, 2023 (FP 206-2I-00021. All mitigation actions considered will be described in a memo. The Mitigation Actions Memo will address all actions and describe the alternatives analysis process and why certain actions were or were not prioritized. A list of prioritized mitigation actions will be prepared in a format that facilitates adding the actions into the HMP. The following tasks will be completed by WSE: o Update the hydraulic model to reflect up to 4 separate mitigation action scenarios, and run each scenario model to simulate the 100-year flood. r Produce figures comparing 100-year water surface extents and elevations for mitigated conditions to existing conditions flooding. o Provide text and figures to describe modeling updates and results for the Mitigation Actions Memo. Assumptions: . The Tech Team will identify which actions should be modeled to determine effectiveness. . Each alternative actions will represent single project or combinations of minor project that can reasonably be easily incorporated into the hydraulic model in 4 hours of staff engineer time. . lnformation necessary to update the model, such as grading surfaces or adjusted flow inputs due to stormwater changes, will be provided to WSE by the Tech Team for incorporation into the model. . lf budget remains after simulating 4 mitigation alternatives, the City and/or County may request more modeling. Deliverables: . WSE contributions to the Mitigation Actions Memo.
