€+WATERSHED SCIENCE & ENGINEERING April30,2024 Task 3. ldentify Mitigation Actions and Public Outreach The goal of Task 3 is to identify priority mitigation actions that will provide the greatest reduction in flood risk in the studied areas within the UGA and City while being feasible, resilient to changing conditions, equitable, and cost-effective. The actions will be identified using the most current and accurate information, in a collaborative environment with shared goals. Action development and alternatives analysis will be consistent with CFHMP guidance. Task 3 will result in a list of prioritized mitigation actions that will be added to the County's and/or City's CFHMP or HMP. After the mitigation actions are identified, the City and County will have a unified mitigation strategy and can work towards implementation of the actions for reduced flood risk associated with Whiskey Creek, Mercer Creek, and Wilson Creek. Task 3 also includes a robust public outreach process to involve the public in the project and create awareness of potential flooding scenarios, highest risk areas, and notify affected property owners of proposed updates to the Flood lnsurance Rate Maps. Task 3.7. Technical Stokeholder Team Perteet will support the City's formation of a Technical Stakeholder Team (Tech Team) that will be active throughout the project to help guide the City in decision-making processes, floodplain analysis, identification of potential mitigation actions, public outreach efforts, and data collection efforts. The Tech Team will include, but not be limited to, staff from the City, County, and County Flood Control Zone District, consultant team members, and other agencies or entities that have an interest in flood reduction (e.g. CWU, WDFW, Kittitas Conservation District, Ecology, etc.), or provide support to vulnerable populations within the City. At the onset of the Tech Team meetings, the Tech Team will identify goals which can be used to measure success of this project and the identification of mitigation actions. The following tasks will be completed by WSE: o WSE's senior and staff engineer will participate in Tech Team meetings. Assumptions: o The Tech Team will meet as needed and no more than monthly throughout the duration of the project (14 months). o WSE staff will attend Tech Team meetings virtually. Tdsk 3.2. Public Outreach Perteet will lead the development of accessible, engaging, and educational outreach events using various methods, including websites, story map, and in-person events. Public outreach will include the whole community, but some outreach will be targeted towards residents of properties that are identified as being in the high-risk flood zone and are affected by the proposed map change in the City and UGA. The outreach will focus on flood education and notification of potentialfuture map changes and will meet the Federal Emergency Management Agency (FEMA) requirements for LOMR outreach. Perteet will support the City in developing materials for and hosting joint open house events in which the public can learn more about the project and discuss their specific concerns.
