FRANCHISE AGREEMENT TRANSFERS AND RENEWALS <br />Josh Fredrickson briefed the Board of County Commissioners on <br />circumstances that have arisen involving the transfer of agricultural <br />franchises as land is developed for residential use or ownership <br />changes. Josh Fredrickson stated the infrastructure is predominantly <br />for conveyance of irrigation water and Public Works staff have <br />identified expired Franchise Agreements and currently don't have a <br />fee for renewal or transfer of these agreements. Staff was directed <br />to move forward to identify infrastructure and development of a <br />process for renewal or transfer. <br />KITTITAS HIGHWAY AT NO.6 ROAD <br />Josh Fredrickson stated that staff is working toward alternatives for <br />the intersection of Kittitas Highway at No.6 Road including removal <br />of fence in the county right-of-way and working with a property owner <br />to remove hedges hindering the view. Josh Fredrickson stated the LED <br />signs were previously installed, stop bars will be added on No.6 Road <br />and for future improvements additional right-of-way will be needed. <br />Staff was directed to move forward with removal of the vinyl fence in <br />the county right-of-way at the intersection. <br />2024 DROUGHT RESPONSE <br />Arden Thomas gave an overview of the state-wide drought declared by <br />Washington State and requested the Board of County Commissioners <br />support to implement Kittitas County 2024 Rural Area Drought <br />Management Plan. Arden Thomas identified three aspects staff focused <br />on including: outreach to users to be water efficient with their <br />outdoor use of ground water, identifying projects that may be <br />eligible for State drought relief grant funding, and moving forward <br />with the drought -year water leasing program. <br />CLE ELUM FILLING STATION <br />Arden Thomas stated that City of Cle Elum implemented code changes on <br />March 26th, 2024, that halted uses of the water filling station <br />located in South Cle Elum. Arden Thomas stated staff is working to <br />identify a solution for potable water, as well as water for fire <br />suppression. Discussion pursued on the possible solutions and <br />scenarios. Arden Thomas stated that these are county residents <br />affected by the City of Cle Elum's decision and residents currently <br />don't have an option for a fill site or private water hauler. Chad <br />Bala reiterated that the water users dependent on the fill stations <br />need quality water. Staff was directed to continue to explore <br />options. <br />Meeting concluded at 2:06 PM <br />2024-4-22 MINUTES <br />
