Cook, CDS/PW Director. <br />RECOMMENDATION: <br />Direct staff prepare enabling legislation enrolling Community Development Services <br />(CDS) into Public Works (PW) equipment rental and replacement program. <br />BRIEFING SUMMARY: <br />• CDS Building Division inspection pick-ups are currently enrolled in PW's ER&R <br />program. <br />• Formal enrollment by the Board of County Commissioners (BoCC) is now <br />required. <br />BACKGROUND: <br />Recently, PW replaced the CDS building inspection fleet with new pick-ups. The pick- <br />ups were purchased by the general fund compensating CDS for several years of not <br />paying for code enforcement. The PW Director enrolled the vehicles into the county's <br />equipment rental and replacement (ER&R) program. Subsequently, the Auditor is <br />requiring the vehicles be removed from the fund as CDS is not enrolled formally in PW's <br />ER&R. <br />DISCUSSION: <br />Enrollment of CDS' building inspection fleet guarantees frequent maintenance and <br />ultimately orderly replacement. CDS will pay a monthly rental rate that provides for <br />maintenance and replacement. As the vehicles were originally purchased with general <br />fund money, the BoCC must now formally (by resolution) enroll the vehicles into PW's <br />ER&R fund. This will satisfy the audit trail for the Auditor's Department. <br />FISCAL IMPACTS: <br />Ongoing rental fees will be programmed into CDS' 2025 annual budget and all <br />subsequent budgets. <br />ATTACHMENTS: <br />None. <br />Page 1 of 1 <br />Community Development Services "Work Session Staff Report", 2024 <br />
