Dept. of $ubiic Works <br />rags 2 <br />2024 Community Development Services (CDS) and Public Works (PW) Qua <br />Mining of Permit Data. <br />Criteria No. 4 and 5 — Implementation of leading practice to help meet the I2�..�, <br />requirement. <br />Criteria No. 8 — Specify in Writing time period review periods established beyond 120 <br />days. <br />Criteria No. 9 — Written policy on when it is appropriate to use a deadline extension. <br />Staff has confirmed the ability to query SMARTGOV on a quarterly basis mining permit <br />data. Using "Permit Statistics Compared to Processing Target", we will write queries to <br />SMARTGOV mining quarterly data sets. The CDS and PW directors will analyze the <br />queries identifying specific permits that are tending "long" on the timeline. This allows <br />the interaction between management and permitting staff to determine if the issue is <br />applicant performance or a larger process issue. Over the course of one year's time, <br />management will have the data necessary to adjust the 120-day permit compliance period <br />legislatively. Adjustments are expected to result in augmented performance timelines <br />and associated permit costs. <br />An ancillary benefit to quarterly data mining is identifying necessary or appropriate time <br />extensions on a case -by -case basis. Our experience confirms that some applicants simply <br />cannot meet performance expectations. The quarterly data enables management to <br />interact with permitting staff and the applicant to mutually agree to appropriate time <br />extensions. The process can be replicated and repeated for numerous permit applications. <br />It also serves to set applicant expectations for staff performance.
