Document and analyze the <br />full permit process to reveal trends and prioritize improvements for <br />predictability and efficiency. <br />We found all six audited governments applied four of the six practices during the <br />audit period of 2019-2022, while most had not fully implemented the other two <br />practices. Governments that were already conducting most permit reviews within <br />the 120-day target might not improve performance dramatically by employing <br />additional leading practices. Nonetheless, periodically analyzing their permitting <br />processes for opportunities to refine them will likely prove helpful. Those <br />governments struggling to meet and improve permitting times can benefit most <br />from implementing all six practices. <br />Exhibit 10 summarizes our assessment of the six audited governments' adoption of <br />these leading practices; check marks show the practice was fully adopted. <br />Exhibit 10 - Mixed performance in implementing three of six leading practices <br />1.
