2024-03-26 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 3/26/2024 <br /> <br />Board Members Present: Brett Wachsmith, Laura Osiadacz, Cory Wright <br />Others Present: Patti Stacey, Mark Cook, Christopher Whitsett, Christopher Horner, Taylor Boyd, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />DISCUSSION/DECISION – PUBLIC WORKS EQUIPMENT OPERATOR STAFFING <br />Public Works Director Cook requested approval for an additional Equipment Operator position. He explained that <br />current staffing levels are not able to keep up with call demands. The Board expressed no concerns and directed <br />staff to move forward. <br />REQUEST TO APPROVE LETTER OF AGREEMENT BETWEEN KITTITAS COUNTY AND <br />TEAMSTERS 760 (LINE) TO ADD A NEW WORK SCHEDULE <br />HR Director Killgore presented a letter of agreement with Teamsters 760 (Line) to add a new work schedule <br />option for Deputies. She explained that this was discussed at previous study sessions. Commissioner Osiadacz <br />moved to approve a letter of agreement between Kittitas County and Teamsters 760 to add a new work schedule. <br />Commissioner Wright seconded the motion. Motion was approved; 3:0. <br />DISCUSSION/DECISION – SOLID WASTE PROJECT MANAGER POSITION <br />Facilities Director Stacey requested Board approval to create a Project Manager position to oversee the <br />construction of the Lower County Transfer Station. She explained that the project is required to have a quality <br />control and assurance plan in place, and quotes for contracting services are approximately $600,000. A Project <br />Manager would provide full-time oversight at a lower cost. The Board supported the request and provided <br />direction to create a Project Manager position. <br />REQUEST TO APPROVE THE PURCHASE OF COMPOST SCREEN <br />Facilities Director Stacey requested Board approval to purchase a compost screen for the compost facility. The <br />Board approved the request. <br />REQUEST TO APPROVE SERVICE AGREEMENT BETWEEN KITTITAS COUNTY AND BURNHAM <br />GIBSON WEALTH ADVISORS FOR 457 PLAN REVIEW AND ADVISEMENT <br />Director Killgore presented an agreement between Kittitas County and Burnham Gibson for plan review of the <br />County’s 457 deferred compensation plans.
