efficient coverage of holidays, weekends, and vacations taken by CDH nursing staff. <br />CDH will likely continue to employ 2-3 additional part-time nurses who will provide <br />coverage at KCJ on weekends, holidays, and during scheduled vacations similar to how <br />CDH has currently staffed the KCJ for buprenorphine and medication passes Friday- <br />Sundays over the past several months. <br />Upon release from custody, NCM's will provide inmates with follow up appointment <br />cards, training in use of naloxone, a naloxone injection kit, and a quantity of <br />buprenorphine from KCJ stock to last them until their follow up appointment in the <br />community. Upon discussion with KCJ leadership, it may be feasible under certain <br />circumstances to provide the inmate with a prescription to receive his/her buprenorphine <br />at an outside pharmacy, depending on the availability of the medication on hand at KCJ. <br />CDH is poised to hire and train additional staff, being prepared to assume full <br />responsibility of the MOUD program at KCJ within 90 days of notice of receipt of the <br />grant award. lf KCJ prefers a slower or alternative ramp-up period, that can certainly be <br />addressed and negotiated between KCJ and CDH. Additionally, CDH is prepared to <br />provide MOUD service, at a minimum, through the grant-funded period of September <br />301h,2026 or until the program funding ends or is extended. <br />CDH will also develop in collaboration with KCJ staff the appropriate policies and <br />procedures surrounding MOUD care for those incarcerated, including ordering, <br />inventorying, administrating, and dousing medications (Suboxone and Sublocade), and <br />provide them to KCJ within 3 months of signing this agreement. <br />Research and Evaluation <br />CDH will evaluate the success of the KCJ MOUD program by tracking data associated <br />with OUD. This will include the average number of inmates on the MOUD program, total <br />number of inmates treated, and perhaps most importantly, the recidivism rate for <br />inmates who were treated with the MOUD program while in custody at KCJ. NCM's will <br />gather and analyze this data with quarterly and annual reporting available, unless <br />othenruise requested by KCJ. Any additional specific metrics KCJ desires to be tracked <br />may be requested as well. <br />Grants awarded through the United States Department of Justice require that funds be <br />assigned to evaluation research. Partner agencies or organizations that connect with <br />the Kittitas County Jailto provide various services related to MOUD funded though the <br />COSSUP 15pBJA-23-cc-023s3-coAp grant will be required to engage cooperatively with <br />any individual(s) who are selected to conduct the evaluation research associated with <br />this grant. Cooperative engagement includes, but is not limited to: providing de- <br />identified data outlined in the grant narrative on a quarterly basis to the Kittitas County <br />Jail clerk, assisting with recruitment of individuals who are receiving MOUD through this <br />grant who can/will participate in one-on-one interviews with researchers, and/or <br />providing a letter of cooperation to the researcher(s) to fulfill lnstitutional Review Board <br />Professi onal Services Ag ree ment (rev . 09 I 24 I 20 1 8) <br />Page 15 of 22
