Subrecipient hereby grants to the Recipient or its authorized <br />representative, a right equal in time to six years from the date of the last signature on this <br />document, to enter upon Subrecipient's property as deemed necessary by the Recipient for <br />inspection documents and any equipment. These periodic inspections are intended to ensure <br />continued compliant use of the awarded funds toward recreational boating safety enforcement <br />and education. materials, products, and workmanship to the original approved plans and <br />specifications. These inspections require a 3Gday advance notification to the Subrecipient of <br />such inspection or access. <br />7.1.5 Commerclaland Other Uses. <br />a. For purposes of this Section 7 - Responsibilities of Eoch Porty, Commercial Use means <br />any activity on or affecting the Project that was not described in the Subrecipient's <br />proposal, or not approved in writing by MLE, where the Subrecipient: <br />1. has financial profit as a goal, <br />2. charges any fees or receives any benefit to provide services, supplies orgoods, or <br />3. allows third parties to charge any fees or receive any benefit to provide services, <br />supplies or goods. <br />b. Subrecipient must restrict use of the Project funds to only recreational boats boating <br />safety enforcement and education. <br />7.1.6 Publications & Advertlslng. The Subrecipient shall include the following statement if publishing <br />any report, news release or publication regarding this project: "Portial funding was through the <br />Woshington Stote Pork ond Recreotion Commission Marine Low Enforcement Progrom, and in <br />cooperation with U.S. Recreotionol Eoating Safety Act.' <br />7.1.7 Prdect Sign. The Subrecipient may post in a conspicuous location on the vessel, a sign <br />identifying STATE PARKT any FederalAgencies and specific federalgrant program's participation <br />in the Project. <br />The Subrecipient shall include the following statement if publishing any report, news release or <br />publication regarding this project: "Partialfunding for this project wos provided by the <br />Washington Stote Porks Morine Low Enforcement Program. This progrom is funded by the U.S. <br />C.G. through the Sport Fish Restorotion ond Boatlng Trust Fund, which is finonced by your <br />purchase of motorboot fuels and fishing equipment." <br />7.t,8 Publlc Access to Prorect. During the term of this Agreement the Subrecipient shall allow open <br />and unencumbered public access to the Project to all persons without regard to race, color, <br />religious or political beliefs, sex, national origin, or place of primary residence. <br />7.1.9 Payments. Subrecipient agreesto: <br />a.
