Classification. <br />i) "Mininrurn" classi{ication shall apply to those irunates who present <br />a low risk to staff and the cornmunity. <br />ii) "Medium" classification shall apply to those irunates who present <br />a moderate rislc to staffand the community. <br />iii) "Maximum" classification shall apply to those inmates <br />who present a zubstantial risk to staffand the cornnrunity. <br />C. Walla Walla Prisoner (or may also be refer. ed to as offender in this Agreeruent) <br />means a person arrested by a Law Enforcement Officer of Walla Walla County or <br />another law enforcenrent agency located within Walla Walla County, either on behalf <br />of Walla Walla County or on behalf of municipalities within Walla Walla County and <br />booked into the Kittitas County Jail (KCI) at any time and for any reason, including <br />after sentencing. It is anticipated that prisoners confined at I(CJ will be those <br />sentenced to terms of incarceration injail for periods of tluee hundred sixty-five days <br />(365) or less, but may also be, as deemed appropriate, be prisoners not yet convicted <br />under the same terms and couditions as those serving sentences. Transportation of all <br />prisoners confined at KCJ pursuant to this ILA shall be the responsibility of Walla <br />Walla Corurty, including all costs. <br />D. Aocess of legal counsel to such prisoners shall be pursuant to the policies and <br />schedule of I(CJ, and no cost of such coursel shall be the responsibility of the KCJ <br />Ifittitas County is in the process of implernenting video conferencing for court <br />pfoceedings and attorney acoess, and upon implementation thereof, Walla Walla <br />County will be allowed to make use of this technology and process at its owu <br />expense. <br />E. Any bond to be posted fur Walla \Malla County Prisoners shall be posted in <br />accordance with the olders of the court setting the pre-trial conditions, and all such <br />prisonets shall be hansportedto Walla Walla County by and atthe expense of Walla <br />Walla County, except that KCJ and Walla Walla County may come to agreement frr <br />alternative transport options, paid for by Walla Walla County, including but not <br />limited to the purchase of a bus ticket from Ellensburg to Walla WaUa, the cost of <br />which would be reimbursed to I(CJ, <br />V. Critgria for Determininq Prisoner Sta.tus <br />For the pulposes of this agreement: <br />A. Walla Walla Prisoners being booked into the Kittitas County Jail shall remain the <br />responsibility of the Walla Walla Couuty Transport Officers and shall not be deemed <br />an inmate of that facility until the Walla Walla County Prisoner is accepted by I(CJ <br />Interlocal Agreement for the tlousing of Inmates Walla Walla Coung and <br />Kittitas County <br />Page 3 ofl3
