DEFINITIONS:
Weight Restricted bridges are signed to inform the traveling public of the notice of maximum vehicle
weight a specific bridge can safely support. This helps to extend bridge service life by reducing the risk of
damage and potential failures.
Structurally Deficient is defined by FHWA as a classification given to a bridge which has any component
(Deck, Superstructure, Substructure or Culvert) rated in Poor or worse condition. Structurally deficient
means there are elements of the bridge that need to be monitored or repaired. The fact that a bridge is
classified as structurally deficient does not imply that there is imminent threat of collapse or it is unsafe.
Functionally Obsolete is a bridge that was built to standards that are not used today. These bridges are
not automatically rated as structurally deficient, and they are not inherently unsafe. Functionally obsolete
bridges may not meet current standard for lane width, shoulder width or vertical clearance or those that
may occasionally flood.
Sufficiency rating is a rating system developed by FHWA to serve as a prioritization tool to allocate funds.
The rating varies from 0 (poor) to 100 (very good). The formula considers structural adequacy, whether
the bridge is functionally obsolete and level of service provided to the public. Sufficiency rating is no longer
used by FHWA. WSDOT continues to use sufficiency rating for local agency projects.
Fracture critical describes a non -redundant steel tension member which is in the load path.
Kittitas County 2023 Annual Bridge Report
