KITTITAS COUNTY <br />SOLID WASTE DEPARTMENT <br />STAFF REPORT <br />AGENDA DATE: December 12, 2023 <br />ACTION REQUESTED: Boards Signatures on a Resolution Declaring a state of <br />Emergency. <br />BACKGROUND: Kittitas County Solid Waste receives septage at the ryegrass <br />facility into two permitted evaporation lagoons. As part of our <br />weekly inspections at the site the lysimeters at the lagoons are <br />checked. The lysimeter for pond one has had liquid in it and we <br />have had the liquid tested and it has come back with a low level of <br />E coli. We have had HWA do some additional testing and on <br />December 8, 2023, the results came back showing a low level of <br />Human Bacteroides. <br />Kittitas County Solid Waste has contacted the Department of <br />Ecology letting them know of the test results. <br />HydroGEOPHYSICS out of the Tri Cities was also contacted to <br />schedule them to come test the lagoon lining as soon as possible. <br />Due to the weather conditions and the need for this lagoon it is <br />necessary to have the lagoon tested and repaired as soon as <br />possible to provide a location for septage haulers to dispose of <br />waste while protecting the environment. <br />INTERACTION: Department of Ecology, and Solid Waste Department, Prosecutors <br />RECOMMENDATION: Signature of the Board of County Commissioners. <br />HANDLING: Return signed copies to the Solid Waste Department. <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Patti Stacey, Facilities and Waste Operations Director. <br />
