Attachment D-2 <br />239HS,p ENDURTNG NEEDS SUBPROJECTS WORK prAN <br />Rittitqs County Sheriff's Office <br />ENDURING NEEDS AMOUNT 526,908 <br />The State is dlvided lnto nine Homeland Security Regions which differ ln geography (marlne to desert), major industry (large <br />buslness to agricultural), and population (dense urban settlngs to rural). Each region as well as state agency partners develop <br />proJects to address their specific risks and hazards which sustaln previously built capabillties or close identified gaps. Most <br />inltiatives can be tied back to building regional capability to prevent, protect, respond, and recover and be in a state of readiness <br />should a natural or human-caused catastrophic lncldent occur. <br />Gaps identlfied in: -Community Resilience: Lack of publications & no current funding source to assist communities with <br />equlpment & supplles for resillency kits, CERT training, & other resources and lack of communlty trainings -Cybersecurity: Lack of <br />dedlcated cyber incident response plans -Environmental Response/Health/Safety: Lack of developed pollcies, plans, procedures, <br />mutual aid agreements, & strategies in hazardous debris removal -lnfrastructure Systems: Lack of equipment to facllitate <br />communlcation during a disaster & a lack of lnformation sharing among privately owned critical infrastructure & state agency <br />stakeholders -lnterdiction & Disruptlon: Need to replace expiring equipment & improve ballistic protection & communlcations <br />equipment used in law enforcement operations & specialteams need updated tralning to the latest laws & techniques -Mass SAR <br />Operations: Gaps in rescue equipment & tralnlng in rescue & structural collapse operations -On-Scene Security/Protection/LE: <br />Lack of local fundlng to maintaln & replace aglng and/or expiring equipment & lack of abillty to conduct trainings in protecting <br />response personnel -Operational Comms: Aging equlpmen! differlng technology, & geographical challenges hamper <br />interoperable communicatlons -Operational Coord: Lack of staffing, developed plans, & equlpment to meet coordination needs <br />and the need for lntegrated training and exercises between partners -Planning: A need to evaluate, update, coordlnate, and <br />better soclallze plans and there ls a lack of local funding to support planning efforts -Public lnformation/Warning: Need for <br />contlnued fundlng for mass notification systems and better coordinated publlc messaglng procedures and policies, high turnover <br />withln the Public lnformation discipline, and a need for culturally and linguistically appropriate messaging - <br />Screening/Search/Detection: Lack of equiprnent for speclalized operatlons. <br />prOJeCt tzi .Beglon rI- Honela.nd S'ecuriiy,pr ect , , .,, , ' ': <br />-r:.'. <br />.:.'i ' <br />:.:. ; 1: t: '.:.;' <br />Region 7 will address prloritles based on reglonally identified gaps. The region is challenged by persistent capability gaps which <br />include On-Scene Security, Protection, & Law Enforcement due to the lack of local funding to malntain and replace aging and/or <br />expiring equlpment; Operational Coordlnatlon due to lack of staff trained in thelr COOP and EOC roles, lack of equipment for <br />proper EOC operatlon, and lack of storage for critical emergency response equlpment; Mass Search & Rescue Operations due to <br />the need to maintain equlpment and training to ensure response readiness; lnterdiction & Disruption due to a need to replace <br />expiring equipment and improve electronics, such as updating communications equipment, used in law enforcement operations; <br />due to lack offunding, first responders do not have access to the most updated equipment which creates unsafe, ineffective <br />working condltions; and the SWATTeam needs updated training to the latest laws and techniques; Publil lnformation & Warning <br />due to the lack of educational materials for the publlc alert system; and Operatlonal Communications due to llmited staff to assist <br />jurisdictions with continuity and operatlonal planning and ensure the EOC is outfltted with functional equipment, <br />To address capablllty gaps and sustaln current capabilities, the region will be lnvesting in the solution areas of planning, <br />organization, equipment, and training. Activities will include: On-Scene Securlty, Protection, & Law Enforcement: Complete <br />maintenance and readiness tasks for which there is no local funding so that equipment can be deployed and purchase equlpment <br />for speciallzed response teams, Operational Coordination: Host and fund staff to attend operatlons-speciflc tralning for their EOC <br />positions as well as ICS and IMT courses, purchase networking equipment for EOC virtual coordlnatlon, and lease storage unlt to <br />shelter and charge response equipment. Mass Search & Rescue Operations: Purchase specialized search and rescue equlpment <br />such as handheld thermal imagers and an Unmanned Marltlme Vehicle for more rapid search and recovery in areas that are <br />traditionally difficult to search, such as bodies of water. lnterdiction & Disruption: Outfit tactical and communicatlon vehicle with <br />updated computer stations, radio systems, and connectlvlty equipment; purchase search and rescue and breaching tools for the <br />regional SWATTeam; purchase ballistic vests for SWAT team members; and fund speciallzed tactical tralning. Public lnformation <br />& Warning: Renew county alert and warnlng system contract and purchase alert and warning system educational materials in <br />English and Spanlsh to increase public awareness and participation. Operational Communications: Maintain and update alert and <br />warning system points of contact and EOC operatlonal plans as well as maintain EOC equlpment functionality, The fundlng <br />priorities will support the region in their effort to address ldentlfied capabllity gaps wlth terrorist-related rlsks, which will enhance <br />the Region's abillty to detec! identify, interdict, and recover from a terrorist attack, <br />DHS-FEMA.H SGP.SHSP-FY23 Page 41 of 48 Kittitas County, 824-135
