Attachment D-1 <br />23SHSP lnvestment Justification <br />Washington is comprised of 39 counties with geography including forests, mountains, islands, rainforests, rivers, lakes, and plains. <br />The U.S' Bureau of Economic Analysis ranked Washington 34 of 50 states for gross domestic product in 2022; several world-class <br />organizations headquartertheir operations within the state. Washington has marine, aviation, rail, and road transportation <br />infrastructure to support its position as a bustling trade center. Over half of Washington's 7.77 million population lives in the <br />Seattle metropolitan area located along the Puget Sound. This area is the center of transportation, business, and industry and is <br />the fastest growing region in the state. A vast majority of the state's population lives in densely settled urbanized areas, <br />Understanding Washington's population is critical in order to mitigate vulnerabilities, respond to incidents, and effectively <br />concentrate recovery efforts. <br />Furthermore, Washington is subject to 10 natural and 7 human-caused hazards. The2Q22 THIRA focuses on four of those risks: <br />cyber-attack, earthquake, complex coordinated terrorist attack, and pandemic-human (biological). The 2023 Washington State <br />Risk Profile scored the state's relative risk as 9.60, ranking it as the 10th highest at-risk state, Washington State has consistently <br />had a high relative risk score (ranked in the top 25% of states for the past seven years) and must be prepared to prevent, respond <br />to, mitigate, and recover from acts of terrorism. <br />The FY23 SHSP projects were selected to build upon or sustain a range of Core Capabilities identified in the 2022 SPR as having <br />significant gaps as well as to support the six National Priority Areas. The investments support the Planning, Organization, <br />Equipment, Training, and Exercise solution areas with a focus in the following Core Capabilities: Community Resilience; <br />Environmental Response/Health & Safety; lnfrastructure Systems; lntelligence & lnformation Sharing; lnterdiction & Disruption; <br />Logistics & Supply Chain Management; Mass Search & Rescue Operations; On-scene Security, Protection, & Law Enforcement; <br />Operational Communications; Operational Coordination; Physical Protective Measures; Planning; Public lnformation & Warning; <br />and Screening, Search, & Detection. <br />onal Risks - Reasons for the Work <br />Region 7 terrorist targets include: <br />Energy Producing Dams <br />Large Crowds During Events <br />Access Control to Critical lnfrastructure <br />Transportation Corridors <br />Agro-Terrorism <br />DHS-FEMA-HSGP-SHSP-FY23 Page 40 of 48 Kittitas Couniy, E24-135
