OPSG Program Performance Goal <br />ln addltion to the Biannual Strategy lmplementation Report (BSIR) submleslon requirements outlined in the Preparedness <br />Grants Manual, reoiplentt must demonstrate how the grant-funded proJect addressed the core capability gap assoclated wlth <br />thls proJeot and ldentified in the Threat and Hazard ldentification and Rlsk Analysis (TH|RA) or Stakeholcler Preparedness <br />Review (SPR) or sustains existlng capabilities as applloable, The capability gap reduction or capabtlity sustainment must be <br />addressed in the ProJect Descriptlon of the B$lR for each proJect. <br />Artlcle Llll. Fundlng Hold: 9H$P NationalPrlorifles <br />FEMA has placed a fundlng hold on the followlng lnvestments under the natlonal priority areas, ancl $180,728.41 of SHSP <br />funds is on hold in the FEMA financial systems. Until the hold is released, the recipient ie prohibited fr:om drawing down funds <br />or relmbursing subreoiplents, and the subreoipients are prohlblted from obligating or expehdlng SH$P funds, for the costs or <br />activities ldentlfled below. The hold only applies to the amount of funds identified for each SHSP lnvestment under the national <br />prlorlty areae below, To release thls hold, additlonal lnformation is requlred for the lnvestmenb identified below whloh must be <br />submitted in the December 2O23 Biannual Strategy lmplementation Report (BSIR), <br />1.
