2023 Docket Enabling Ordinance December 19, 2023 <br />Page 81 <br /> <br /> <br />commitment is in place to complete the improvements or strategies needed for adequate <br />transportation facilities within six years. <br /> <br />A. The County’s review of all applications for development permits shall <br />include a concurrency evaluation. <br /> <br />B. The concurrency evaluation and determination shall be completed prior <br />to: <br />1. Issuance of administrative approval/denial of the project permit if <br />SEPA review is not a requirement of the project; or <br />2. Issuance of the DNS, MDNS or DS if SEPA review is a requirement <br />of the project; or <br />3. Issuance of the staff report to the hearings examiner if there is a <br />hearing before the hearings examiner and SEPA review is not a <br />requirement of the project. <br /> <br />C. Development permits for phased developments shall have the concurrency <br />evaluation completed for the entire project. An applicant may elect to have the <br />concurrency evaluation undertaken for less than the entire project if and only if: <br />1. The County Engineer or designee agrees to such limited <br />evaluation; and <br />2. Each phase shall include all of the infrastructure to service that <br />phase;. and <br />3. There is a written note included in the preliminary approval for <br />such phased development that the traffic concurrency is limited <br />only to the specific phases for which approval has been provided. <br /> <br />D. If the concurrency evaluation meets the adopted roadway level of service <br />standard for each impacted arterial roadway (including state highways), the County <br />Engineer or designee shall issue a finding of concurrency, according to the provisions <br />of KCC 12.04.02.090. This finding of concurrency shall be based on the specific land <br />uses or trip generation identified in the TIA and is required for developments that are <br />expected to generate more than forty-one (41) daily vehicle trips.
