2023 Docket Enabling Ordinance December 19, 2023 <br />Page 49 <br /> <br /> <br /> <br />LAND USE DEVELOPMENT ACTIVITY – Any activity requiring a land use permit from Kittitas <br />County as defined in KCC 15A.02.080, including, but not limited to, Administrative Segregations, <br />Boundary Line Adjustments and Conditional Use Permits. <br /> <br />MAJOR DRAINAGE STRUCTURE - A device composed of a virtually non-erodible material such as <br />concrete, steel, plastic, or such material that conveys water from one place to another by <br />intercepting the flow and carrying it to a release point for storm-water management, drainage <br />control, or flood control purposes. <br /> <br />MAY - A permissive condition. No requirement for design or application is intended. <br /> <br />OFF-SYSTEM ROAD - A road or right-of-way dedicated or used by the public but not maintained <br />by Kittitas County. <br /> <br />ON-SYSTEM ROAD - A road or right-of-way adopted by the BOCC that is dedicated or used by <br />the public and maintained by Kittitas County. <br /> <br />POLLUTION GENERATING SURFACE - Considered significant sources of pollutants in stormwater <br />runoff. Such surfaces includes those that are subject to use by vehicles, industrial activities, or <br />storage of erodible or leachable materials that receive direct rainfall or run-on or blow-in of <br />rainfall. Examples include but are not limited to: roads, bike lanes, driveways, parking lots, fire <br />lanes, storage yards. <br /> <br />PRIMITIVE ROAD – County roads without the requirement to be maintained, that have a gravel <br />or earth surface, and average annual daily traffic of 100 or fewer vehicles, and meets the <br />requirements of RCW 36.75.300. <br /> <br />PRIVATE ROAD - An access road serving three or more lots, residences or multi-family units that <br />is privately owned and maintained for the use of the owner(s) or those having expressed or <br />implied permission from the owner(s). <br /> <br />PUBLIC ROAD - Any street or road which is open to or dedicated to the use of the public. Public <br />Roads may be privately maintained or maintained by a public agency such as Kittitas County, <br />Washington State Department of Transportation or the United States Forest Service. <br />
