2023 Docket Enabling Ordinance December 19, 2023 <br />Page 47 <br /> <br /> <br /> <br />CONTRACTOR - A person, partnership or corporation who is hired to perform work. <br /> <br />CORNER SIGHT TRIANGLES - Specified areas along intersections that shall be clear of <br />obstructions that might block a driver's view of potentially conflicting vehicles. <br /> <br />COUNTY - County of Kittitas, State of Washington. <br /> <br />COUNTY ROAD - Every road or part thereof, outside the limits of incorporated cities and towns <br />and which has not been designated as a state highway that has been accepted by resolution by <br />the BOCC onto the county road system. <br /> <br />COUNTY ROAD SYSTEM – Those roads or rights-of-way maintained by Kittitas County. <br /> <br />COUNTY ENGINEER - Where the term county engineer is used in these standards, it shall be <br />interpreted to mean the county engineer and/or an appointed designee who shall exercise <br />decision making authority on behalf of the county engineer. <br /> <br />CUL-DE-SAC - A cul-de-sac is the end of a dead-end street or alley that widens to provide a <br />circular turnaround for vehicles. <br /> <br />DESIGN SPEED - A speed determined for design and correlation of the physical features of a <br />street that influence vehicle operation; the maximum safe speed maintainable on a specified <br />section of street when conditions permit design features to govern. <br /> <br />DESIGN VEHICLE – The vehicle whose weight, dimensions, operating characteristics, and other <br />specifications are used to establish the criteria for design of streets and roadways. <br /> <br />DIRECTOR or DIRECTOR OF PUBLIC WORKS - The Director of the Kittitas County Department of <br />Public Works or the County Engineer. <br /> <br />DEVELOPER - The person or persons legally responsible for the construction of infrastructure <br />related to a land use development activity. May also be used synonymously with APPLICANT. <br /> <br />DEVELOPMENT PERMIT – Activity upon land consisting of construction or alteration, earth <br />movement, dredging, dumping, grading, filling, clearing of vegetation or other land disturbance <br />for which a written approval from the County is required.
