2023 Docket Enabling Ordinance December 19, 2023 <br />Page 46 <br /> <br /> <br />ACCESS - That portion of the driveway or private road extending from the edge of the county <br />road to the edge of right-of-way. <br /> <br />AGRICULTURAL ACCESS – An access that serves fields or outbuildings and is not for commercial <br />or residential use. <br /> <br />APPLICANT – The person or persons legally responsible for the application for development and <br />the specific improvements proposed therein. <br /> <br />APPROVED PROJECT – A project which has received formal development approval from the <br />County, also identified as a ‘Pipeline project’. <br /> <br />AS-BUILT or RECORD DRAWINGS - Set of original approved plans, with information <br />superimposed upon them, showing any additions, deletions, and changes that occurred during <br />construction. <br /> <br />AVERAGE DAILY TRAFFIC – The average 24-hour traffic volume on a roadway. <br /> <br />AVERAGE LOT SIZE - The total number of acres divided by the total number of existing and <br />proposed lots or dwelling units. <br /> <br />BRIDGE – A structure that measures at least 20’ in length along the centerline, generally. <br /> <br />CENTER LINE - The line, marked or unmarked, parallel to and equal distance from the sides of a <br />two-way traffic roadway of a highway except where otherwise indicated by painted lines or <br />markers. <br /> <br />CLEAR SPACE – An unobstructed area of two feet in width on either side of an access, road or <br />driveway. <br /> <br />CITY - Any incorporated area within Kittitas County, Washington. <br /> <br />CONSTRUCTION PLANS - Detailed and working plans including plan and profile, details, notes <br />and any other information necessary for complete construction of the required improvements. <br /> <br />CONSULTANT - A person, partnership, or corporation who is hired by the applicant, landowner, <br />or developer and is empowered to act as his agent.
